Typically French
In France, it is possible to drive a very small car without needing a driving license.
These cars are known as Vehicules Sans Permis (normally shortened to VSP), and typically have a 500cc diesel engine and enough space for the driver, a passenger, a folded newspaper and not much else. They are, in my humble opinion, lethal! It's not that they only do 50km/hour - I personally have no problem with that - that tends to be my top speed, these days!
No, what worries me are that the sort of people who drive these little beasties fall into one of the three following categories...
1). People who have never passed their driving tests - in other words, people who have never had driving lessons or, worse, have had lessons but have consistently failed their driving tests!
2). People who once had a driving license but have lost it through drink-driving - they are obviously free to carry on drink-driving because they can do so, in one of these little beasties, without a license!
3). People for whom the world turns too fast and who, therefore, can't cope with the immense power of a modern Twingo/2CV/Renault 5!
I'm not sure which category is the most dangerous but - I'm petrified of them all! What I really hate is getting overtaken by one of these midget cars - that really ruins my day!
I think that the picture above, really sums up the mentality of a VSP driver - somehow it is typically French to drive the smallest car in the world but still need to use 2 parking spaces!
